Sir Robert Peel’s fourth principle of policing is about securing the cooperation of the public to reduce the necessity of using physical force: “To recognize always that the extent to which the cooperation of the public can be secured diminishes proportionately the necessity of the use of physical force and compulsion for achieving police objectives.” This has remained highly relevant today, where the relationship between law enforcement and the public is considered a vital part of the effectiveness of policing and garnering community trust in modern times.
Public cooperation with peace and order is essential in modern policing. The more the police can make communities partner with them by preventing crimes and gaining their trust, the less they would have to depend on using physical force to realize goals. This certainly means that policing will be done effectively with the community. This implies that the more citizens perceive the police as approachable, fair, and interested in their well-being, the more likely they are to cooperate during investigations, comply with the law, and accept law enforcement initiatives. Conversely, public distrust results in officers’ heightened application of force, leading to a vicious cycle of conflict. This is particularly important in the modern-day context when most police departments are under scrutiny for excessive use of force, especially in marginalized communities. When trust is broken, it’s much more difficult to gain public cooperation, but that same trust prevents aggressive tactics from becoming necessary in the first place. Community policing, transparency of law enforcement actions, and de-escalation training would be part of the modern version of Peel’s fourth principle. By focusing on securing cooperation rather than relying on force, police can better address social unrest and community safety in a way that fosters respect rather than fear.
I have chosen this principle because it deals directly with one of the biggest challenges faced in modern policing: the need to balance order maintenance with individual rights. It emphasizes that effective policing is not solely a matter of the coercive enforcement of laws but also of establishing a cooperative environment where the community works with the police to pursue common objectives. It reminds us that trust and collaboration, not force, form the basis of any sound relationship between law enforcement and the community.
