Introduction: Summarize the controversy over the dams, and state your opinion about what should be done (remove dams, maintain dams, remove dams but replace some of their functions, maintain dams but modify them, or whatever other idea you may have to resolve the situation).
II. Paragraph 2: Explain why your solution should be adopted, using logic and evidence and what you have learned in this class about rivers and dams. You can also be explicit about your values – do you think ecological considerations are more important than economic considerations, or the other way around? Do you think some kind of balancing needs to happen between the two? What about the cultural importance of salmon to Native American tribes?
III. Paragraph 3: State what interest groups you think might oppose your solution, and why.
IV. Paragraph 4: Explain how your solution addresses the opposition points or why it should be adopted in spite of these points. Your values will influence which benefits you think are worth which costs.
V. Paragraph 5 – Conclusion: Summarize why your solution is the best option.
