Challenge to Administrator or Administration: Mental health administrators in correctional facilities have the complex task of balancing the clinical needs of incarcerated individuals and the safety and security missions of the facilities.
Provide Brief Facts:
People with mental health issues increasingly receive care provided by correctional agencies. In 1959, nearly 559,000 patients were housed in state mental hospitals (Lamb, 1998). A shift to “deinstitutionalize” people with mental health issues had, by the late 1990s, dropped the number of persons housed in public psychiatric hospitals to approximately 70,000 (CorrectCare, 1999).
What has been the results?
As a result, people with mental health issues are more likely to live in local communities. Some come into contact with the criminal justice system. In a 2006 Special Report, the Bureau of Justice Statistics (BJS) estimated that 705,600 adults with mental health conditions were incarcerated in state prisons, 78,800 in federal prisons and 479,900 in local jails. In addition, research suggests that “people with mental illnesses are overrepresented in probation and parole populations at estimated rates ranging from two to four times the general population” (Prins & Draper, 2009). Growing numbers of offenders with mental health issues have strained correctional systems.
You are operating from a Half-way House Facility or Center: Your facility can hold 25 men and 25 women. This is a short-term housing to formerly incarcerated persons (FIPs) you are the Administrator in charge. The facility houses both males and females who were recently released from maximum prisons (one for men and 1 for women). The releasees are coming with a variety of issues, mental health issues such as depression, anxiety disorders, substance abuse, physical, and sexual abuse issues. You are placed in the facility for a period of 6-months-to-a-year. You must develop a continued-release plan for each-Housing, Employment, clothing, job-training, transportation, family-reunification (if applicable).
In addition to the above, addressing the following issues
You will address evaluations—staff and clients. You will also address the facility accreditation by the American Corrections Association. For client evaluation you would want to address the following:
Measures in reentry program performance
Substance abuse treatment service received
Employment Services received
Housing Assistance received
Family Intervention and parent training received
Health and mental health services received
The standards created and refined by the American Correctional Association represent fundamental correctional practices that ensure staff and correctional client(s) safety and security; enhance staff morale; improve record maintenance and data management capabilities; assist in protecting the agency against litigation; and improve the function of the facility or agency at all levels. Lastly, discuss the management and leadership you believe would best apply and why?
